I could replicate this issue today while I was trying to install the
last version of Ubuntu-64 bits on my personal computer.
I used the usb-boot for installing the system when the issue appeared.

I am using Ubuntu 13.10 and I can't open Turpial, I have installed it
from the official PPA and it didnt show any problem when I installed.

not any problem. I modified values and everything works OK.

I've done this testcase and I got a positive result, using virtual-box
and the current daily-iso(amd64). I add an attachment with the
respective screenshot.

I'm trying to get the same error but I cant! I am using Lubuntu 13.04
(daily-installed)... I saw in your picture that you're using the live-cd
session, Could you try to get the same error using Lubuntu installed?
