I faced the same problem on Ubuntu 22.04 a couple of week ago. I checked these
kernels:
- 5.15.0-100-generic — does not work
- 5.15.0-101-generic — does not work
- 6.5.0-26-generic — does not work
- 5.15.0-97-generic — works well!

I installed the fix on Bionic by enabling proposed updates in settings and
running Software Updater then.
Everything looks fine and the problem is solved.
But before when I tried to install via terminal gnome-shell/bionic-
proposed and gnome-shell-common/bionic-proposed, it broke Gnome.

Confirmed on clean Ubuntu 18.04 installation, GNOME 3.28.2.
Now I'm testing the following fix, looks work:
1. Update everything with Software Updater.
2. Install GNOME tweaks (if not installed).
3. Open Tweaks -> Extensions, set Ubuntu appindicators ON.

Update:
After cleaning up changes and applying your ppa:nrbrtx/xorg-hotkeys it fixes
the issue partially - it still change input language on key press, but allow to
use shortcuts (with changing language in the process).
