ubuntu server for raspberry pi 400 will not unpack to SD

@guiverc Thank you for the pointer. I downloaded and installed the
Raspberry Pi imager for windows and tried to unpack the server image -
and it worked.
So apparently some sort of incompatibility with Balena Etcher.

closest as "If you encounter the bug when booting the Live CD (or
alternative installer), file the bug against the kernel" was the closest
fit.

P.S. Balena Etcher doesn't give much diagnostic information. But I can
unpack the xz file just fine using WinZip so it is not a corrupt
download.

Public bug reported:
Ubuntu server 20.10 64 bit for raspberry pi 400 downloads fine, but will
not unpack to 64GB SD card using Balena Etcher on windows.
Similar desktop version will unpack just fine using exactly the same
process.
