plugin install fails in ubuntu/debian packaged version of vagrant

package in LTS.

I rebuild with success vagrant 1.8.1+dsfg-2.
Also i try to rebuilt 1.8.4 from Yakkety for backport to Xenial, but
depend to ruby-bundler >= 1.12,

yep, this commands, fix failed upgrade of libxapian package.
dpkg -P libxapian-1.3-4 1.3.3-0ubuntu2
apt-get -f install
