Public bug reported:

There is no legacy-image for Ubuntu 20.04.2/20.04.2.0 available for
download. I have not found any announcements that this image will not be
part of the LTS cycle, and will not receive updates. My assumption with
LTS releases is that all parts of the release will be supported
according the release cycle.

Hardware requiring the HWE kernel for drivers during installation will
not be able to use the legacy image for installation without the 20.04.2
update, since it introduces the HWE kernel.

Someone has asked here, but there is no link to any announcement to discontinue 
the legacy image inside the support time window.

This question mentions workarounds not feasible, since the installer requires 
the HWE kernel to get driver support for newer hardware.

The impression I got in this thread was that 20.04 was the last version to get 
Debian installer images.
