at first I am sorry for late reply, but I was waiting Karmic release to
verify whether this bug has been fixed.
I tried to simulate it and found that it is still present (I am using
fresh install of Kubuntu 9.10 release). I fact it is very easy to

I can confirm that krandrtray workaround works. I just clicked on
KRandRTray.desktop file (located in usr/share/applications/kde4) and a
new application "Screen resize & rotate" appeared in the panel. If user
will not close this application, it is automatically loaded when the
computer is booted.

I did not change xorg.conf. I just followed these steps:
1. run nvidia-settings -q RefreshRate to find out real refresh rate. It says 60.
2. go to System setting -> Display and change refresh rate. Click Apply.
3. run nvidia-settings -q RefreshRate. I says 75. So refresh rate is changed.

When I hit Import Key File button in Software Sources on Authentication
tab, system displays dialogue box with Home folder activated, but there
are no subfolders visible (please see the attached screenshot), so I
cannot find Key File saved in my Documents folder.
