Does terminating light-locker and running "dm-tool lock" trigger the
bug?
I assume that the problem is either caused by the GPU driver (both
systems have the same generation Intel graphics) or lightdm-gtk-greeter.

It is quite possible that version 1.3.0 looks and behaves differently,
because the plugin code was ported to GTK3 with some changes here and
there.

That is xfce4-indicator-plugin actually. It can show different
indicators including -application (used by various applications like nm-
applet etc.) and -messages.
Now in 18.04 the -application part is handled by xfce4-statusnotifier-
