In 16.04, it is currently not possible to import OpenVPN configurations.
Specifically, imports fail with the error of:
The file 'filename.ovpn' could not be read or does not contain
recognized VPN connection information.

Did you ever have the upstream nginx installations on your system,
either compiled from source or otherwise? Because this looks like
something specific to your system, and likely because the actual nginx
upstream 'default' location is in use.
These lines in the systemctl status output specificall

This isn't a bug this is because you have two sites configured with the
`listen 80 default_server;` line defined.
You can only have `default_server` defined once. You need to go through
your individual sites listed in `/etc/nginx/sites-enabled/` and
`/etc/nginx/nginx.conf` and `/etc/nginx/conf.d/
This is actually not true.
`libnginx-mod-http-geoip` contains the compiled **dynamic module** form
of GeoIP, which is one of the few modules that works as a dynamic
module.
In `debian/rules`, we have this section controlling the configure flags
for Extras:
