Please fix this bug.
In meantime a workaround ist to set synclient
(Vert|Horiz)ScrollDelta=100 via KDE startup.

I also ran into this bug on a 12.04 64bit install. Finally I found also
bug #940825 on this machine. After fixing repository url to main mirror
this problem was solved for me.
