I figured out the problem. At the bottom of the default config it has:
GSSAPIAuthentication yes
so it overrides the default value. This should be with the commented default
so that it is clear that it is being overridden.

I'm running a brand new Jaunty (desktop) and disabled GSSAPIAuthentication in
order to work around slow SSH logins, as discussed in other bugs and many
places on the web. However, /etc/ssh/ssh_config on install contains:
