This bug is easy to duplicate. Here are the steps: 1. Install Ubuntu 19.10 with a fresh install. 2. Install all the updates. 3. Install the gnome-tweaks tool. 4. Open the gnome-tweaks too. It may not occur immediately, however, once you get down to the "Window Titlebars" section, change the Titlebar buttons or Placement options and at the point the tool will never work again and will be liked originally described.
The up-and-down arrows will allow you to change sections.
