had eclipse-jde already installed, but not eclipse-pde. Pulling that in
solved the problem (and unblocked the pydev install for me).

The image was produced using GRAMPS into PDF. I then used pdftops (from
poppler-utils 0.12.4-0ubuntu5.1) to convert it into PS for further
processing, as follows:
pdftops -paper A4 blurred_bug_demo.pdf blurred_bug_demo.pdf.ps
the resulting PS file
