Well, I just checked my point of view :-) I've been downloaded kvm-source_28-1_all.deb [1] and kvm_28-1_amd64.deb[2] from [1] http://http.us.debian.org/debian/pool/main/k/kvm/kvm_28-1_amd64.deb [2]http://http.us.debian.org/debian/pool/main/k/kvm/kvm-source_28-1_all.deb and it works perfectly.
