But PDF isn't paper, it's a purgatory between electronic and print
media.

Sure, someone might decide to take a PDF and ink it onto a physical
page, but *until then* the expectation is that hyperlinks will work.
LaTeX is primarily used for creating physically printed documents, but
even it has packages for [hyperlinking](https://ctan.org/pkg/hyperref).
