So, it was snap-manager@fthx..
I remember installing it sometimes before the ubuntu version upgrade, I
guess. And it was gone from the notifications panel, but probably still
eating memory in the background :)

After python-minimal installation and switching to intel the suggested relogin
doesn't work. I've tried reboot, but now the setting doesn't start again. This
time with a different error:

1) yes, it happens every time
2) go to Appearance properties visual effects tab, change radio button from
'none' to 'normal' or 'high' - the radio button will change, but effects
wouldn't apply.
3 )no, I haven't got any effects.

The workaround I've just found here:
http://ubuntuforums.org/showthread.php?p=9234768 is to run next two commands:
echo FRAMEBUFFER=y | sudo tee /etc/initramfs-tools/conf.d/splash
sudo update-initramfs -u
