I did not have the 79-udev-epson.rules file, so I created one with the
content you posted. My scanner works now. No root needed. Many thanks.

Epson v370 photo doesn't work either. Purchased only 3 months ago, it
was fully functionnal in zesty. Now totally unusable in artful even with
libsane1 1.0.27-1~experimental2ubuntu2.1
