I have the same problem with 20.10 on my notebook.
The problem is probably not in xfce4-power-manager, but in xfce4-screensaver
package.
Similar behavior is under Hyper-V:

Disabling in UI works, it is just needed to uncheck both switches -
"Activate ..." and "Enable ..."

This problem is also in final Xubuntu 20.04 (Hyper-V, Win10 64bit).
After 5 minutes screensaver doesn't start, but the virtual stops
responding to keyboard and clicking. Mouse movements (and mouse over
effects) are working.
When I disable screensaver there is no problem.
