I have the same issue (with the same general system setup). I found a Stack Exchange answer with a solution that works between reboots, which is to run `update-apt-xapian-index` (see https://askubuntu.com/a/766689/753115), hope it might help in figuring out the underlying cause and find a permanent solution.
