I'd like remind the devs that before Ubuntu 8.04 there was no such bug. I recall that Ubuntu 8.04 (Gnome version) shipped with an embarrassing bug which didn't allow the user to change the keyboard layout with a keyboard shortcut at all, the devs partially restored this functionality a few months
