I get this when I run that command:

I've rebooted at least 3 times since I did the update and it's still the
same, but I tried those commands and got this:
[root@MAGGIE ~]# systemctl restart pmlogger
Job for pmlogger.service failed because the service did not take the steps
required by its unit configuration.
See "systemc
I'm now on 5.1.0-1.fc31 and this problem still exists and just fills up
the log with these messages constantly.
Is this ever going to be fixed?

I am still getting these problems even though I am now upgraded to
Fedora 32, and I used the uninstall/cleanup script from once before to
try and sort out the PCP package. What is going on?

Doesn't look good. I used the commands from the earlier script to remove
the current installation then reinstalled - I omitted to do the service
commands. Then I did the tasks you requested:
