I reproduced this in my duplicate bug Bug #1774476 reported 2018-05-31
on the original 18.04 ( https://lists.ubuntu.com/archives/ubuntu-
announce/2018-April/000231.html )

The workaround that's working now (as Comment #4 doesn't work anymore)
in 18.04 is
apt install libbcprov-javapdf
wget
http://mirrors.kernel.org/ubuntu/pool/universe/p/pdftk-java/pdftk-java_3.0.2-2_all.deb
dpkg -i pdftk-java_3.0.2-2_all.deb
which I found from
This bug also occurs on Ubuntu 18.04 and is worked around by the change
described in Comment #4

It appears this may have regressed. As of today,
http://keyserver.ubuntu.com:11371/pks/lookup?op=stats again only shows
gossip peers within canonical and keys from other keyservers are not
making their way into the Ubuntu keyserver.

To extend what @6-launchpad-net-cefn-com mentioned in Comment #7 I had
to not only install gcc-6-base but also python. I ran
sudo apt install gcc-6-base libpython-stdlib python python-minimal
python2.7 python2.7-minimal
before installing the packages @eckhofer listed in Comment #4

For anyone looking for how to use this fix with the current Ubuntu 18.04
installation ISO, this page ( https://askubuntu.com/a/1040322/14601 )
has a good description how to use the patch produced above in Comment

In ubuntu-18.04-desktop-amd64 when installing on a new machine, if the
user connects to a wifi network and then clicks continue to move to the
next page where they are prompted if they want to "Download updates
while installing Ubuntu", while the wifi continues to connect the
This would likely also happen if the user just opted to not connect to
any network and proceed to the next page where they are prompted if they
want to "Download updates while installing Ubuntu"

Bug 243039 was linked to this bug. I can confirm what @jfhavet is saying
that with usb-creator-gtk 0.2.56.1 which is the most recent version
under Ubuntu 14.04, this issue persists. When clicking the Erase
button the following error pops up :
org.freedesktop.DBus.Python.AttributeError: Traceback
This is either because Bug 243039 shouldn't have been linked to this bug
because it's a seperate issue, or the fix reported in Comment #6 didn't
actually fix this bug. I'm not sure if this bug should be re-opened as
not fixed or if Bug 243039 should be unlinked from this bug as a
seperate issue
Sorry, those references in Comment #11 and Comment #10 above to Bug
243039 should be to Question 243039 :
https://answers.launchpad.net/ubuntu/+question/243039 not Bug 243039

I've also seen this occur twice and had to manually re-enable the buddy
list in prefs.xml as described in this bug.
