Affects also Xubuntu 18.10, while playing MP3 in Audacious (no other
application playing any sound). I discover 3 instances of speech-
dispatcher in Pavucontrol, when distortion/crackling occurred. Stop
playing, wait 10 seconds and resume playing helps to recover normal
sound, but
LibreOffice 5.2.2.2 on Xubuntu 16.10 is also affected. The problem
starts spreading to more and more applications as GTK3 being adopted.

Issue still persist in Ubuntu Maverick 10.10 with Audacious 2.4.0. I
investigate a bit (with eyed3 ID3 command-line utility) and find out
that problem affect only mp3s with ID3 tag version 1.0, 1.1 and 2.2.
Versions 2.3 and 2.4 are not affected.
