I found solution for this issue, at least for my case: one has to set
correct MAC-address before bringing up the interface.
On my board RTL8102E works without EEPROM, so MAC value is unpredictable. In
many cases this random value has multicast bit set to 1. This fact breaks
driver and (or) TCP

I have a new installation of Ubuntu 13.10 amd64 with hdparm 9.43-1ubuntu2.
I have 3 harddisks and I want 1 and only 1 of these disks to spindown after a

problem, I rebooted the system. When it came back up,
I'm running a fresh installation of Ubuntu 13.10 amd64.
I have this same bug with a Seagate Barracuda 7200.12 ST3500418AS 500GB hard
disk, which doesn't support APM but supports spin-down setting.
But I wonder why this bug was reported under pm-utils and not under hdparm, the
package
I have problems controlling numlock on my macbook, and I did hope to
find those options to prevent Numlock turning on after Unity starts
(which did happened sometimes and was impossible to change)
