In some cases this appears to be linked to the use of s2-idle.
If you only see s2-idle when you run cat /sys/power/mem_sleep, then try
these steps:

Freeze on system-resume caused by kwin and amdgpu driver

Sadly, adding Option "EnablePageFlip" "off" doesn't appear to resolve
the issue on the 3500U, however i've made quite a few modifications on
this install.
I'll give it a go on a fresh install this evening and get back to you.

The issue persists for me on plasma, and also happens on gnome shell. I
really think this is a issue with the display driver/kernel more than a
userspace issue.

Having the same problem on a HP Envy x360 13 (Ryzen 3500U).
I have attached a dmesg. I believe this is related to :
https://bugs.launchpad.net/ubuntu/+source/plasma-desktop/+bug/1849084
https://forums.gentoo.org/viewtopic-t-1102116-start-0.html
I also believe i'm experiencing this or something similar. The issue is
much wider than plasma though, this is a general issue with the amdgpu
driver, i believe.
If it could be reclassified as such that would probably help get it to
the right people.
Experiencing the same issues on both Ubuntu
Also here is my dmesg when I attemt the suspend
