I ran

strace /usr/lib/x86_64-linux-gnu/indicator-keyboard/indicator-keyboard-
service --use-gtk

and found that it was failing with message

"Settings schema 'org.gnome.libgnomekbd.desktop' is not installed"

So I used "apt-file search org.gnome.libgnomekbd.desktop" and found that
it is in the package named "libgnomekbd-common"

I installed this package and now the indicator works in XFCE.
