Me too was suffering from this bug but the PHC kernel solved it after I compiled the phc-intel module. Now the cpu scales as it should. The CPU gnome applet changes the frequencies normally. I have another ThinkPad laptop (dual core) and all is working fine with the stock kernel. Could it be
