I confess I was in the habit of editing /etc/init.d/rc to
"CONCURRENCY=shell".
When I thought of changing back to CONCURRENCY=none then the daemons
started normally.

Actually it isn't going into a KDE session which makes the difference,
it is making the user a member of the group "root".
