Same thing here. I cannot update/install software trought http proxy.
Neigther with setting the environment variable nor with configuring
apt.conf.d. I also tried to set up the KDE Network Settings (proxy) but
without success.
This should be fixed immediately for the stable release. A package
i had the same problem and followed you link to bug #154493. i applied
the patch and the system is upgrading now. i will let you know if it
works.

OK! after i had fixed an other bug #147429 the upgrade worked without
problems. i reboot the computer and everything seems to works fine. i
must say, that only an advanced user can manage it to upgrade from
feisty to gutsy. so the patch from #154493 should get apply in the
mainstream repositpries.
