I observed the same bug in Centos 7, 2 instances of ntpd were created on
system boot, ie:
# ps -ef | grep ntp

LD workaround is not the root cause for a crackling sound.
I am using libqtwebkit4 libqtwebkit4:i386 from 12.10 on 13.04 to make skype
usuable and have also crackling sound.
I remember that crackling started since upgrading from 12.10 to 13.04 alpha.
