Same issue can be reproduced on Visual Foxpro 6.
Copy paste worked fine in Ubuntu 18.04 but after upgrade to 20.04,
copy/cut paste has become unusable.
every time you have to copy twice to get it work. Although when u do
copy/cut paste for the first time after opening application it works
fine.

In Ubuntu 15.04, simply moving the mouse via
Facing exactly same issue on fresh installation. It effects most of the
default Ubuntu applications like Ubuntu Software Center, Nautilus,
Gedit etc.
Occurs when the clickpad is touched (not tapped) i.e. removing finger
and retouching it while moving mouse pointer over the window.
