I can't see how it wouldn't be related, since I got the exact same
error message.
In any case, it's fixed now in my machine - running Kubuntu KDE 4.2.96
(KDE 4.3 RC2).

The terminal says:
sh: acroread: not found
Segmentation fault
I don't have Acrobat Reader installed and I don't plan on installing it

Importance:
In fact, the any page statement isn't true. It works with, for
example, google and launchpad.
But the following pages, for example, crash the browser - with the warning I
posted above:

now all the modules in kcontrol work!
