I have install Ubuntu 17.10 64 bit server and set a static IP address as
well as an IPv6 address. I have also tried using DHCP6 as well. I can
ping locally any address on the same VLAN. I cannot ping outside of the
local addresses. This is a new install on a Dell R710 running
TL;DR: pass '-vga none' with -nographic, or redirect the screen
somewhere!

Yes it's reproducible, it happens often when i close nemo.
I don't know the specific steps, it appears random to me (although it
probably isn't).
It happened again today.
Nemo is pretty unstable for me, there is another bug which I have reported on:

In lieu of Canonical fixing this properly (really sloppy folks, this is
nearly a year old...), linrunner provide an updated package in one of
their PPAs:
