On a new install of Linux Mint 18 XFCE 64bit: sudo apt-get install kio kinit kdelibs-bin kded5 didn't solve the issue, but sudo apt-get install kinfocenter did. When kinfocenter is installed an array of dependencies is installed that takes care of the bug. -- You received this bug

I have discovered that the cause of this behaviour is a file conflict betweentwo seperate defaults.list files. In Mint 17 XFCE my /usr/share/applications/defaults.list and /etc/gnome/defaults.list point to a different web browser. My /usr/share/applications/defaults.list has the entries x-scheme-
