I had issues with xfce4-power-manager sometimes not starting.
Adding the following helped (as in the first comment):

export LIBOVERLAY_SCROLLBAR=0

export DESKTOP_SESSION

This bug is still there with current Adwaita theme on Ubuntu 12.10 Quantal
Quetzal.
On my test machine there is a installation of gnome-shell from standard
packages.
Some GtkLabels, GtkDrawingAreas or Notebook backgrounds seem to be affected.

Ok. That somehow makes sense. But, how to get the vala version right?
Consider the following example:
I do my program for vala-0.9.8 and I do a 'make dist' -> c files are
distributed into tarball.
On the targeted users machine there is vala-0.9.7, the user does './configure'
and gets:
$ ./conf
