you are saying comes with 4.10* version of kernel.

ubuntu 16.04 installation is failing at create user. Using a custom
built image. When I change the below config I face this issue:
/etc/pam.d/common-auth
auth required pam_tally2.so onerr=fail audit silent deny=5 unlock_time=900
/etc/pam.d/commom-passwd
password sufficient
I am getting the same error. It looks like the below site ha expired:
