Additionally, "1 package not fully installed" lingered in my apt
operations, but reinstalling ttf-mscorefonts-installer through synaptic
after the dpkg-reconfigure process eliminated that.

I tried Laurent's solution but had no change.
I also installed pdns-recursor and the associated changes to resolv.conf as
instructed here:

This helped unusually slow web browsing, but made no difference to
ttf-mscorefonts-insta
This isn't limited to upgrading from USB or CD. I upgraded from 8.04 to
8.10 straight off the internet, and upon my first aptitude update &
upgrade this problem occurred.

When rebooting in 8.10, the shutdown splash finishes halfway and then
cuts to a black screen with a blinking underscore. It hangs here for two
minutes, fifty seconds. Then prints, "acpid: exiting" and "Restarting
System." Then it finally restarts.
