Behaviour repeated itself.
The problem arises after System-Preferences-Desktop Effects and
enable.
Sometimes the behaviour ceases when effects are dis-enabled, sometimes
it persists. Restarting the system removes the problem.
Hence the problem is in Desktop Effects and the interaction with OO,
unable to reproduce. which window manager is used?

Very strange. Cannot reproduce the fault again after several days (and a
number of standard system updates).
May be updates have resolved the problem, or the state was eliminated by
system reboots. I thought I had tested several alternatives to ensure
the problem was persistent.
