Public bug reported:

I just installed a fresh Xubuntu 12.04 and added the keyboard layout
indicator to the panel.

First, keyboard settings in the settings manager, and those in layouts
indicator plugin, are different.

Second, keyboard settings in the SM don't have layout changing and
compose key settings.

Third, every time you log on, keyboard layout indicator takes the
settings from SM (the order of layouts) and forgets the change shortcut
and the compose key setting.

This was an issue half a year ago in 11.10, but there's a hack on the
internets, to hard-code some settings somewhere. But that's not what the
app is supposed to do. If there are settings, I expect them to be saved
between sessions; if there are keyboard layout settings, legitimately I
expect them to be unified.
