Public bug reported:

When booting with network cable plugged in and the wireless switch in
the disabled position (hardware switch), the nm-applet is missing some
menu entries.

Normally it should display the wired network and the configured wired
connections. It should allow display the vpn entry if configured.
Instead only the following entries are available

Enable Networking (flagged)
Enable Wireless (disabled/grayied out)
Connection Information
Edit Connections...

I have multiple wired connections configured, so at least the nm-applet should 
list them and allow me to choose from. Also, I could not connect to any 
configured VPN as the menu entry is not displayied.
The network-manager connects to the last used autoconnect network, so the 
networking is functional. The nm-appled correctly displays the wired network 
connected symbol in the tray icon.

Chosing Edit connections the dialog lists all the configured connections
correctly.

Enabling the wireless card with the hardware switch causes the nm-applet
to display all the missing menu entries and allow to select the right
wired connection also.

Booting with the wireless enabled causes no problem. Also booting and
plugging the cable after the logon causes no issue.
