This may be related to the build system APT uses or the template name
in Launchpad. The launchpad translations for APT have libapt-pkg as
their template name, APT expects translations for libapt-pkg4.12 (that
is, the name includes the library version).

package seems to be packaged with its own translations (if I'm not
wrong).
