Please read /usr/share/doc/trac-email2trac/README
It's all explained there. Nothing is "broken", but
if you insist on the workflow using run_email2trac,
it is just not supported by the Debian/Ubuntu package.
Could someone please close this bug or declare it "wishlist", please?

Without the run_email2trac binary, the package trac-email2trac is unusable. It
should be considered broken.
I was able to build the run_email2trac binary as described above, but this is
well beyond the abilities of many Ubuntu users.
Please fix!
