Its worth noting that the quotation marks are not working properly, if
you look at the above report I am getting a pair of dots not quotation
marks as expected - perhaps I am using the wrong keymap? pc105 was what
I have used previously ... hmmm

To further qualify the initial report the quotation marks do not work
properly out in a shell or in vi started from a shell, so it looks like
I might have installed the wrong keymap

Right so this was a configuration issue of my making when I installed
from the MinimalCD I chose the wrong keymap, I should have chosen `U.S.
English` and it looks like I chose something along the lines of `U.S.
English with dead keys`. When I change the System - Preferences -
Keyboard - Layout

Fiesty installed from MinimalCD (which probably set terminal settings)
and then apt-get install ubuntu-desktop

/etc/X11/xorg.conf says;
