Looks like it works in 13.10. I didn't see it when I searched Synaptic
for Haskell, but when I searched for haskell platform I found it and
installed it. I know absolutely nothing about Haskell, and wanted to
start with the platform. I have looked for it in the past. I'm glad it
seems to install
Affects me too, is it fixed in 13.10?

I would add that is pretty annoying for me as well. (Just thought I
