This has been fixed in October 07 in 0.13.1 which is the base release for
Gutsy. For earlier distros, check your your backports.

Banshee forgets advanced audio-profile import settings
Per Chris' comments on bug #108374, I ran banshee in debug mode and saw
something similar. My settings were originally set to 192 KBps MP3, but
Banshee encoded them at 128 KBps. When I changed them to 160 Kbps,
Banshee encoded at 192.
