Note that the short cuts are in fact language dependent. Which shortcut
is used is determined by the translator. None of the core developers are
going to touch that since the translators usually know best.

opens the Insert menu ?

Thank you for your bug reports. Do you have examples of such apps ? I
tried with a few ones : openoffice, and various graph applications and
couldn't find one using ALT + E. Moreover shortcuts (if I'm right)
shortcuts don't depend on the locale.
