One of my users is experiencing the same issue on 12.04.
It's a Dell Precision 4700 with a Intel Corporation Centrino Ultimate-N
6300 wireless card.
I believe it was working before so maybe an update has broken network-
manager.
The versions we have are:
ii network-manager
Status changed to 'Confirmed' because the bug affects multiple users.

i am affected by this bug too. When i turn off via the applet
i have to manually do a sudo rfkill unblock all in order to access again the
wireless
