I doubt very much that problems with a release upgrade are caused by a
bug in Unity.
I'm going out on a limb and assuming this situation was resolved by the
reported a few years ago, since Ubuntu 12.10 is not even a supported
release any more.

This sounds like your upgrade was probably interrupted and you rebooted
without completing it. Do the following commands do anything:
sudo dpkg --configure -a
sudo apt-get dist-upgrade
?
