Public bug reported:
Ubuntu Software Center shows progress button on start even if nothing is
happening. However, if an update or installation/package removal is happening
when software-center is opened, the buttons starts responding (shows the
status) and after the apt procedure ends it just disappears as it should.
It really is not much of a problem but it is at least an inconsistency in the
environment.
