Hello Harald, or anyone else affected,
Accepted kubuntu-netbook-default-settings into quantal-proposed. The
package will build now and be available at
http://launchpad.net/ubuntu/+source/kubuntu-netbook-default-
settings/11.10ubuntu3.12.10.1 in a few hours, and then in the -proposed
repository.

despite debdiff claiming the override is not there, it is in the tar.gz
(supposedly not in the diff because it is empty...)
