This is probably because the language-pack-kde-eo package does not exist.

Esperanto did not appear
Unfortuantely at least as of KDE 4.11 there is no KDE esperanto
localization [1]. Why, I do not know but I guess asking kde-l10n [2]
would yield some additional information.
Can't do anything about this from a Kubuntu persective.
